The verdict

Optimizely has the deepest certification list here, ISO 27001:2022, SOC 2 Type 2, PCI DSS and TISAX, plus a public DPA with standard contractual clauses and five consent options. The problem is the one fact a European buyer needs: EU Data Hosting is offered, but Optimizely states that some services are not in scope without naming them, so whether Web Experimentation is covered stays unverified. No cookieless mode is documented for Web Experimentation either, which costs it on the heaviest criterion.
